Russian President Vladimir Putin declared at the Shanghai Cooperation Organization (SCO) summit on Thursday that a ceasefire in Ukraine is unfeasible without Kyiv agreeing to "irreversible" agreements, citing a lack of trust in Ukraine's commitment to any deal.
"We need to ensure that the opposing side agrees to take steps that are irreversible and acceptable to the Russian Federation," Putin asserted, referencing past breaches of agreements by Ukraine. He claimed that while Russia respected the 2022 deal to withdraw from Kyiv, Ukraine did not reciprocate. "All the [conditional troop withdrawal] agreements reached in Istanbul were thrown in the trash," he stated, adding that Russia "simply cannot just go and declare a ceasefire in the hope that the other side will take some positive steps."
Earlier in the day, Putin reiterated that Moscow remains open to negotiations with Kyiv. However, he accused Ukraine of refusing to negotiate under "orders" from Western countries.
