Türkiye’s construction costs rise 23.93% annually in November
Türkiye’s construction sector continued to face rising costs in November 2025, with the Construction Cost Index (CCI) increasing by 23.93% year-on-year and 1.14% month-on-month, the Turkish Statistical Institute (TurkStat) announced on Monday.
According to the data release, material prices and labor expenses remained key drivers of cost increases. The material index rose by 1.70% compared to the previous month and 20.48% annually, while the labor index increased by 0.12% month-on-month and surged 30.98% compared to November 2024.
Building Construction Costs Up 23.50% Annually
Costs related specifically to building construction climbed 23.50% year-on-year and 1.14% on a monthly basis.
Within this category, the material index posted a 1.69% monthly rise and 20.03% annual increase. Labor costs for building construction also continued to grow, rising 0.17% from the previous month and 30.37% compared to a year earlier.
Civil Engineering Costs Increase 25.33% Annually
The construction cost index for civil engineering projects—such as infrastructure, transportation, and public works—rose even more sharply, increasing 25.33% year-on-year and 1.14% month-on-month.
Material costs in civil engineering increased by 1.72% on a monthly basis and 21.90% annually. However, the labor index for this segment dipped slightly by 0.04% compared with the previous month, despite showing a strong annual increase of 33.14%.
Sector Feels Pressure Amid Rising Input and Labor Prices
The figures highlight continuing cost pressures on Türkiye’s construction sector, driven predominantly by elevated material expenses and significant increases in labor wages. Analysts note that these rising costs have implications for housing prices, infrastructure project budgets, and investment planning across the industry.
