Hamas: No ceasefire without complete Israeli withdrawal from Gaza

The Islamic Resistance Movement, Hamas, announced on Sunday evening that it has received a new U.S. proposal aimed at securing a ceasefire in Gaza, delivered through mediators.
The movement expressed openness to any genuine initiative that ends Israel’s relentless aggression against the Palestinian people and reaffirmed its commitment to serious negotiations to achieve a just resolution.
In a statement, Hamas outlined non-negotiable principles for any comprehensive agreement: the release of all prisoners on both sides, a definitive end to the war, the complete withdrawal of Israeli forces from Gaza, and the establishment of an independent Palestinian committee to govern the territory immediately. The movement also demanded robust international guarantees to hold Israel accountable, citing the occupation’s long history of violating agreements.
Hamas reminded the international community that it had already approved a U.S.-backed proposal in Cairo on August 18, 2025, which Israel rejected, opting instead to escalate its brutal campaign of massacres and forced displacement in Gaza. The movement condemned Israel’s intransigence, which has deepened the humanitarian catastrophe in the Strip, marked by mass killings, famine, and widespread displacement.
U.S. President Donald Trump claimed on his Truth Social platform that “the Israelis have accepted my terms” and pressed Hamas to follow suit, framing the proposal as a final ultimatum. According to Israeli media, the plan, conveyed through Trump’s envoy Steve Witkoff, bypassing traditional mediators Qatar and Egypt, includes the release of all Israeli captives in exchange for hundreds of Palestinian prisoners, a halt to Israel’s military operations in Gaza City, and talks toward a permanent ceasefire under Trump’s oversight.
However, Hamas remains skeptical of Israel’s intentions, given its track record of obstructing peace efforts and intensifying violence against Palestinians. The movement emphasized that any agreement must prioritize the rights and aspirations of the Palestinian people, including a permanent and unconditional ceasefire, full Israeli withdrawal, uninterrupted humanitarian aid, and a fair prisoner exchange.
Hamas reiterated its flexibility in negotiations, contrasting its willingness to engage with Israel’s consistent obstructionism. The movement stressed that only a genuine commitment to justice and Palestinian self-determination can end the bloodshed in Gaza, where Israel’s ongoing assault has devastated civilian infrastructure and displaced countless families.
As the humanitarian crisis worsens, Hamas called on the international community to pressure Israel to honor its obligations and cease its genocidal policies. The movement vowed to continue working with mediators to develop the U.S. proposal into a comprehensive agreement that upholds the dignity and rights of the Palestinian people, bringing an end to decades of occupation and suffering.
