Tehran reaffirms nuclear rights following expiration of UNSC resolution 2231

Iran’s Foreign Ministry has welcomed the official expiration of United Nations Security Council Resolution 2231, reaffirming that all restrictions on its peaceful nuclear program have come to an end.
The ministry called on UN Secretary-General António Guterres to immediately correct “false and misleading information” on the UN website suggesting that terminated sanctions could be reimposed on Iran.
In a statement released early Saturday, Tehran stressed that Guterres has a duty under Article 100 of the UN Charter to ensure the proper functioning of the Security Council and prevent confusion in legal and procedural matters.
The ministry highlighted that the ten-year period defined by Resolution 2231, which endorsed the 2015 Joint Comprehensive Plan of Action (JCPOA), officially concludes on October 18, 2025. With its expiration, all provisions, including unjust restrictions on Iran’s nuclear activities, are now null and void.
Tehran emphasized that the Iranian nuclear program should now be treated like that of any other non-nuclear-weapon state under the Non-Proliferation Treaty (NPT), as the main goal of ensuring its peaceful nature has been fully achieved. “No IAEA report has ever found Iran in violation of its obligations,” the ministry affirmed.
The statement also criticized the United States for its irresponsible withdrawal from the JCPOA in 2018 and condemned the European parties for failing to honor their commitments to lift sanctions. Iran has continued to fulfill its voluntary commitments under the deal despite facing unjust economic and political pressure.
Regarding recent attempts by European powers to invoke the JCPOA dispute mechanism, Tehran called these efforts “illegal, baseless, and politically motivated,” asserting that they were done in submission to U.S. demands. “Such actions have no impact on the legal status of Resolution 2231, which must be recognized as expired,” the statement added.
The Foreign Ministry concluded by reaffirming Iran’s sovereign right to its peaceful nuclear program, stating that the expiration of UNSC Resolution 2231 marks a historic victory for multilateral diplomacy and international law, while underscoring Tehran’s continued commitment to regional and global peace.
