Colombian President Gustavo Petro condemned the killing of Durán Guerrero and urged Washington to provide a full explanation, arguing that the case raised serious concerns over the treatment of migrants by US authorities.
The US Department of Homeland Security said the officer involved acted because of concerns for public safety, although differing accounts of the incident have fueled further questions about the circumstances surrounding the shooting.
The absence of body camera footage from the officers involved has also drawn criticism and complicated efforts to establish a clear account of what happened.
According to US officials, vehicle stop operations have not been completely suspended and may continue in cases involving suspected criminal activity or joint law enforcement operations.
