Russia says it foiled alleged Ukrainian terror plot targeting military and defense facilities
Russia's Federal Security Service (FSB) announced that it had prevented what it described as a series of terrorist attacks and sabotage operations allegedly orchestrated by Ukrainian intelligence services against military and defense-related targets inside Russia.
In a statement carried by Russian state media on Wednesday, the FSB said it had thwarted attacks it characterized as "unprecedented in scale and severity," claiming the planned operations involved the use of drones to strike military installations, one of Russia's leading defense industry enterprises, and senior personnel of the Russian Defense Ministry.
The agency did not disclose the identities or locations of the military facilities or defense enterprise allegedly targeted, nor did it reveal the names of the Defense Ministry officials who were reportedly the intended victims.
Among the incidents cited, the FSB said it had detained a woman in Moscow in connection with an alleged plot to assassinate a senior Russian military officer.
According to the agency, the suspect is a Russian citizen born in 2001 who was allegedly recruited by Ukrainian intelligence services in 2024.
Russian investigators claim that a Ukrainian intelligence operative established contact with the woman by simulating a romantic relationship and promising that they would reunite in Ukraine after she completed the assigned tasks.
The FSB alleged that, acting on instructions received in 2026, the woman rented an apartment in Moscow near the residence of the targeted Defense Ministry official. Investigators claim she used surveillance cameras to monitor the officer's residence and vehicle, transmitting live footage to Ukrainian intelligence.
The agency further alleged that the apartment was intended to serve as a safe house for the individual who would carry out the assassination.
"In the rented apartment, she prepared disguises and food supplies for the covert stay of the direct perpetrator of the terrorist act, whose arrival was planned after her departure from Russia in transit through Turkey and Moldova to Ukraine," the FSB said.
The woman, whose identity has not been made public, has been charged with preparing a terrorist act and could face additional charges of treason under Russian law.
Russian state news agency TASS released video footage that it said showed the woman's arrest and subsequent interrogation. The footage depicts masked FSB officers detaining the suspect while she was walking her dog in Moscow. The video shows the woman shouting during the arrest as bystanders looked on, although no one intervened.
The FSB did not specify when the arrest took place.
The allegations have not been independently verified, and Ukrainian authorities had not publicly commented on the claims at the time of publication. Since the start of the conflict, Moscow has repeatedly accused Kyiv of organizing sabotage operations and assassination attempts inside Russian territory, while Ukraine has generally declined to comment on specific intelligence operations.
