Zelensky says draft U.S. security guarantees for Ukraine envision 15-year term
Ukrainian President Volodymyr Zelensky said a draft document outlining U.S. security guarantees for Ukraine proposes coverage for a period of 15 years, with the option of extension, as Kyiv continues to seek long-term assurances amid Russia’s ongoing war.
Speaking to journalists on Monday, Zelensky said the issue of security guarantees was discussed during a two-hour meeting with U.S. President Donald Trump at Trump’s residence in Mar-a-Lago, Florida. The talks concluded without a major breakthrough, but Zelensky described the guarantees discussed as “strong,” while noting they are not yet permanent.
“I told President Trump that the war has been going on for almost 15 years, and we would really like the guarantees to be longer,” Zelensky said. “We would like to consider guarantees for 30, 40, or even 50 years. That would be a historic decision.”
According to Zelensky, Trump responded that he would consider the proposal.
The meeting came days after Zelensky unveiled a revised draft peace plan aimed at ending Russia’s full-scale invasion of Ukraine. The original 28-point plan, which Zelensky said would have effectively pushed Ukraine toward capitulation, has been reworked into a new 20-point framework.
Ukrainian officials say the revised plan places greater emphasis on security guarantees and long-term stability, reflecting lessons learned from previous agreements that failed to prevent renewed aggression.
In parallel, Kyiv has prepared draft documents for multiple security arrangements, including a trilateral framework involving Ukraine, the United States, and European partners, as well as a separate bilateral security agreement with Washington.
Alongside security measures, Zelensky said another document focuses on economic cooperation with the United States. Referred to as a “roadmap for Ukraine’s prosperity,” the proposal outlines plans for reconstruction, investment, and long-term economic development once hostilities subside.
Zelensky has repeatedly stressed that durable security guarantees and economic recovery are inseparable, arguing that Ukraine needs both to ensure lasting peace and prevent future aggression.
Discussions on the proposed guarantees and peace framework are expected to continue in the coming months as Ukraine seeks broader international backing for its strategy to end the war and secure long-term stability. (ILKHA)
