UN Security Council endorses US resolution incorporating Trump’s Gaza plan
The UN Security Council adopted a US-drafted resolution welcoming President Donald Trump’s 20-point Gaza plan, approving the formation of an international stabilisation force and a temporary Peace Council. Russia and China abstained.
The UN Security Council has approved a US resolution aimed at ending the war in Gaza and establishing an internationally supervised transitional mechanism. The draft, based on the Gaza plan announced by US President Donald Trump on 29 September 2025, received 13 votes in favour, with Russia and China abstaining.
Adopted as Resolution 2803, the text formally welcomes Trump’s 20-point framework, which calls for a sustained ceasefire, the deployment of an international oversight mission, and accelerated reconstruction efforts in the Gaza Strip. The resolution outlines a structured transition intended to stabilise Gaza and prepare the ground for long-term political arrangements.
According to the decision, a Peace Council will be established to supervise Gaza’s reconstruction and governance reforms until the Palestinian administration completes institutional restructuring. This body, alongside a newly formed international civilian-security presence, is mandated to operate until the end of 2027.
The resolution further mandates the creation of a temporary International Stabilisation Force, which will coordinate with Egypt and the occupying entity to maintain security, support civilian protection, oversee disarmament efforts, and train Palestinian police units. It also calls for a phased timetable enabling the gradual withdrawal of occupying forces as security benchmarks are met.
Humanitarian access is emphasized as a priority, with the Council underscoring the necessity of uninterrupted aid delivery and ensuring that all assistance is used strictly for peaceful purposes.
To finance the transition, member states are invited to provide voluntary financial and logistical contributions. The resolution also requests the World Bank and other international institutions to establish a dedicated reconstruction fund for Gaza.
The Peace Council will submit written progress reports to the Security Council every six months, detailing reconstruction, governance reforms, and the security situation on the ground.
While the adoption of the resolution is seen as a significant diplomatic milestone, questions persist regarding implementation—particularly the deployment timeline of the stabilisation force and the execution of the phased withdrawal commitments.
The decision is widely viewed as a critical step toward transforming the fragile ceasefire into a lasting political framework, though practical challenges remain substantial. (ILKHA)
