Palestinian Dialogue Forum forms New Popular Action Body to confront genocide and annexation
The third Palestinian National Dialogue Forum concluded its sessions in Istanbul on Saturday, marking a significant milestone for Palestinian unity at a time of unparalleled suffering and struggle.
Convened on November 14–15, 2025, the gathering took place under the banner “Palestinian Unity in the Face of Extermination, Displacement, and Annexation,” reflecting the gravity of the ongoing situation in Gaza, the West Bank, and Jerusalem.
The forum brought together a broad spectrum of Palestinian national figures from across occupied Palestine and the global diaspora. Representatives of popular bodies, national conferences, civil society initiatives, and resistance-supporting forces from 28 countries attended, alongside academics, researchers, and media professionals. Participants described the forum as a historic opportunity to re-center Palestinian collective will and reclaim national decision-making from foreign domination.
In its final statement, the forum announced a pivotal outcome: the establishment of a National Body for Palestinian Popular Action, envisioned as a unified umbrella to coordinate grassroots efforts, mobilize international solidarity, and strengthen the resilience of Palestinian communities. The body’s mandate includes supporting all forms of legitimate resistance and reinforcing the steadfastness of Palestinians in Gaza, the West Bank, Jerusalem, and the diaspora.
The statement firmly rejected all forms of foreign guardianship, emphasizing that the Palestinian people alone possess the right to shape their future, define their national agenda, and manage their internal affairs. Participants stressed that no external power has the legitimacy to impose political frameworks or dictate the parameters of Palestinian national struggle—especially amid ongoing genocide, forced displacement, and aggressive annexation policies pursued by the Israeli occupation.
Among the forum’s major initiatives were plans to launch global media, legal, and human-rights campaigns to defend Palestinian prisoners, expose the intensifying violations against them, and push for international accountability. The forum also urged collective action at the Arab, Islamic, and global levels to isolate the Israeli occupation and confront expanding settlement projects and annexation schemes.
Participants underscored the urgent need to rebuild and activate national institutions, revitalize unions and professional syndicates, and develop tools for popular action that can operate across Palestinian society and diaspora communities. Additional recommendations included creating a unified Palestinian digital identity and establishing a museum dedicated to documenting the ongoing genocide, ensuring the preservation of collective memory for future generations.
The newly formed National Body for Palestinian Popular Action, according to the closing statement, will unite popular conferences, civil initiatives, and independent national figures under one framework. Its mission is to reinforce the Palestinian struggle in all its forms, respond to emerging challenges, and fortify the people’s steadfastness in the face of extermination, displacement, and occupation.
